Sure!
The Scouter Reserve position is for volunteers that for one reason
or another, cannot fully participate in a unit, District or Council
program and one in which the local Council feels the person would
benefit the local Council.
This USED to be the "College Scouter Reserve" position, but the BSA
has since removed the "College" part at an effort to curb Scouters
being registered in more than one local Council and to bring in
Scouters to unit-level positions when all possible.
The District Member-at Large Position is for volunteers that have
chosen to serve at the District level, but do not have specific
roles within the District. Many of the older Scouters in our
Districts as well as influncial leaders of the communities are
sometimes registered as Members-At-Large within the District and
get to wear the District Committee badge of office if they are
uniformed.
A local Council can appoint Scouters to the position of Scout
Alumnus. This position does nothing but keep old Scouters on the
charters of local Councils, and many Alumni are either retired
Scoutmasters, Exploring Advisors or Cubmasters, or those like me
that local Councils feel would tend to help out somewhere or
another within their operation. They appear on the charter of the
local Council but many because of circumastances do not take an
active role within their Councils. Kinda like high school alumni.
At one time, the BSA had formulated a "Scouting Alumni Society" for
those individuals, and funded it for four years. It lost favor,
however, with former Chief Scout Executive Ben Love, and the
program was quietly shelved but the position code remained.
