The requirement states 5 MBs and at least 3 months since earning Eagle or
the last palm, plus Scout Spirit and leadership.

Only the tenure, Scout Spirit and leadership are since the last
accomplishment. The MBs can be earned at anytime during the Scout's career.
The 1998 Boy Scout Requirements (#33215A) states on page 9 in a note at the
bottom that the MBs can be earned at any time. The same statement is made
in the National BSA Advancement Policies and Procedures (#33088A) on page
29, at the bottom of the chart in the Merit Badges column. The statement is
also in the BSHB (#33229) on page 597.

As to getting the palms concurrently at the Eagle CofH, the only way this
would happen is if the CofH happened at least three months AFTER the Eagle
BoR. Seems like a bit long to wait for a CofH to me. My experience is the
CofH happens within 6 weeks of the BoR. At least in Occoneechee Council,
anyway.

BUT, there is nothing that would prevent this palm from being awarded at a
CofH if the three months has passed, at least according to the way the
advancement guideline is written.
