Eagle Requirements

Several postings to SCOUTS-L have dealt with how the "grandfather"
period will affect LIFE Scouts working towards EAGLE between 1/1 and
4/1. So far, I haven't seen any mention of how this may affect FIRST
CLASS or STAR Scouts working on STAR or LIFE. (That little clause that
says n of m MBs must come from the EAGLE required list.)
My presumption is that a Scout who earns FIRST CLASS or STAR before 1/1
can count SAFETY as a required MB until 4/1, but not HIKING or CYCLING;
and a Scout who earns FIRST CLASS/STAR after 1/1 can/should count HIKING
or CYCLING but not SAFETY. Is this right?
This is not an idle question. One of the members of Ship 90 has
previously earned his FIRST CLASS as a member of Troop 89 and is
continuing to work on his advancement toward EAGLE as a member of the
Ship. He certainly won't make EAGLE by 4/1, but LIFE is a
possibility.
