The requiremant states earn five additional meritbadges BEYOND those
required for Eagle or last palm
Also do not forget the 3 month Tenure requirement for each palm (6 palms
=18 Months), and continuing to develop leadership.
Despite that, due to the time to process the Eagle packet, there have
been Eagles who recieved thier first Palm At thier Eagle Court of honor
