On Page 597 of the Boy Scout Handbook, requirement 4 for Eagle Palms states
"Earn five additional merit badges beyond those required for Eagle or last
palm.*" The * says "Merit badges earned any time since becoming a Boy
Scout may be used to meet this requirement."
If you look at the various requirements for Star, Life, and Eagle, some
specifically state "while a First Class/Star/Life Scout" do such and such.
However, for the merit badges, it only states what the required number of
badges is. It never says that the badges have to be earned while at the
previous rank.
