Changes to Eagle Scout requirements

Based on the information I've seen here, I've added a note to the US
Scouting Service Project Eagle Scout requirements page:
http://www.usscouts.org/advance/boyscout/bsrank7.html
listing the changes to the required badge list which will take effect on
1/1/1999, and explaining the transition period.

I'll post more information, and update the other pages as details become
available.
