Then let me help you out, Jon:
The WEBELOS rank appeared first in the 1985 WEBELOS Scout Book and
the revision, effective June 1 1988, appeared in the new revision
to the WEBELOS Scout Book. Here's what Jon and others did to earn
the fourth rank badge:
(before 1 June 1988):
* Earn three activity badges
* Be an active member of your WEBELOS Den for 3 months
* Show that you know and understand the requirements to be a Boy
Scout:
* understand and intend to live by the Scout Oath/Promise, Scout
Law, Motto, Slogan
* know the following and when to use them: Scout Salute, sign and
handclasp
* understand and agree to follow the Outdoor Code
* know and explain the meaning of the WEBELOS Badge
* Point out and explain the various parts of the WEBELOS Scout
uniform. Tell how a Boy Scout uniform is different. Tell when to
and when not to wear the Boy Scout uniform
*Plan and lead a flag ceremony in your den
*Earn the religious emblem of your faith; if you have not already;
or do two of the following:
* attend the church, synagogue, or mosque of your choice; talk
with your religious leader about your beliefs, and tell your family
and WEBELOS Den leader what you have learned
* Tell how your religious beliefs fit in with the Scout Oath and
Scout Law; and discuss with your family and WEBELOS leader what
character-building traits your beliefs and the Scout Oath and Scout
Law have in common
* With your religious leader, list and do two things you think
will help you draw nearer to God
* Pray to God daily as taught by your family, church, synagogue
or other religious brotherhood. Do this for at least one month
* Under the direction of your religious leader, do an act of
service for someone else. Talk about your service with your family
and WEBELOS leader. Tell them how it made you feel
* List at least two ways in which you believe you have been a
good example and lived in accordance with your religious beliefs.

The new (current) requirements for the WEBELOS Badge are:
* Have an adult member of your family read and sign the Parent
Guide in this book
* Be an active member of your WEBELOS Den for 3 months
* Know and explain the meaning of the WEBELOS badge
* Point out and explain the parts of the WEBELOS Scout uniform.
Tell when to and when not to wear it
* Earn Fitness and two other activity badges -- one from each of
two different activity badge groups
* Plan and lead a flag ceremony in your Den
* Show that you know and understand the requirements to be a Boy
Scout:

These requirements get the WEBELOS Cub Scout ready for Scouting,
but is NOT the same requirements for earning what is today called
the Arrow of Light. There are separate requirements, which
basically equate as tradition, to the requirements for the
Tenderfoot Rank in Boy Scouting, that WEBELOS Cub Scouts must
complete in order to earn the highest award in Cub Scouting.
