Which Lion Scout Book do you have, Dale??
I've got three here: The 1943 Lion Cub Book has a color two-page
illustration which shows the WEBELOS badge (the Arrow of Light now)
on the first couple of pages....
....and on page 21, there's the following:
"We-be-los" also have the inner meaning of "We'll Be Loyal",
indicating that a Cub is loyal to his country, his home and his
God."
Finally, on pages 77-79, are the requirements for the WEBELOS Badge
and the Tenderfoot requirements (and a nice illustration of the
then "Tenderfoot Eligibility Certificate".
In the 1948 Lion Cub Scout Book, on page 136-139 are the
requirements for the WEBELOS Badge.
In the 1958 version, the 146-159 pages explain the WEBELOS Award
and the Tenderfoot requirements and how to earn them.
