Jim,
The camp staff had no right to tell anyone this. Merit Badge
Counselors must be registered with BSA and approved by district/council
advancement people as well as the district/council executive. In most
cases camp staff meet these requirements, and almost every camp
counselor meets them as well. Unit scouters only fulfil the BSA
registration portion of the requirement, they are NOT registered or
approved to council merit badges. This is from p 9 of the '96 printing
of Advancement Policies and Procedures, and also appears in later
printings.
