Our take on that issue is that it up to the committee to decide if ASM's and
even Sm can vote. In our relatively new troop we need all the voices we can
get. Our understanding is that you don't want the ASMs and the SM to "take
over" running the troop, but we all have such good relationships with each
other that we don't have any problems with our version of the committee (yet).
I think it's just like anything else, and needs to be reviewed periodically to
see if it's still working. Still, as Advancement chair, I want more people on
the committee whop aren't ASMs so that Boards of Review are easier to handle.
