New question on MB partials

We just got back from summer camp; extremely successful. 37 boys and
(off and on) 12 adults. Over 100 merit badges and lots of rank advancement.
It seemed that rank advancement became contagious, as boys watched each other
to be sure they were "keeping up." We're blessed to have so many self-
motivated scouts, as the leaders did very little to push all of this. Our job
was mainly to keep it all organized and, beginning on Wednesday, conduct 12
Board of Reviews.
My question is this: two of our boys got partials on their merit badges,
each missing the badge by just one requirement. Each of the counselors told
the adult leaders, right before we left camp, that if the boy completed the
last requirement for a Scouter from our troop before the end of the summer,
then we can consider the MB as completed. As we have the counselor's OK, does
anybody know of any rule or regulation that would prevent us from going this
route? Otherwise the boys need to find new counselors to finish these MBs.
