While Red Cross or Am. Heart Assn. certification is certainly
desirable, this policy violates the BSA advancement guidelines which
state that NO ONE can add to the requirements for a merit badge except
the national advancement committee.
I have seen nothing to indicate that they would AGAIN change the
requirement, since they just changed it this year.
In the 1998 Requirements Book, for each of the Aquatics Merit Badges,
the phrase "on an adult mannequin for at least three minutes" has been
replaced with "using a training device approved by your counselor."
The entire requirement reads:
Do the following:
(b) Demonstrate proper technique for performing CPR
using a training device approved by your counselor.
You also said:

I personally think that IF THE SCOUTS WERE DEMONSTRATING CPR and not
just watching someone else, the use of these cards is a perfectly valid
method of meeting this requirement, and would recommend its continued
use.
