I agree with Ted, there is NO reason for punishment or hazining in
scouting. However, THERE MAY BE CONSEQUENCES for your actions!
And I beleive that is one of the reasons for a PLC, and/or troop
operations manuals - to have the PLC define and document what
consequences should result from any improper behavior.
Any punsihements should be left to parents or other authorities.
Frankly, I do not think forgeting an item in the craft lodge
is "improper" behavior.
However, I did suggest in an OFF list posting, that I could
accept the singing or other frivolity to recover a lost item
if 1) Both adults and youth follow the same rules
and 2) The scout is "invited" to sing a little song or show some
other form of gratitude for the return of the lost item.
A simple thank you should be enough - if he don't like to sing!
For me, if I can find the scout, I would return it direct, and NOT
at the dinning hall. For an adult I knew, I MAY ask for some
demonstration of gratitude. :) Of course money is also accepted :)

thought I observed hazing at camp once, but turned out to be FOG ;)
