Best to use an "Annie" doll. Our troop got a used doll from the company
of one of the Scouters which was getting rid of the worn out doll. This
company had to have on site CPR training. The doll was just fine for us.
We have also borrowed a local community college doll and a fire
department doll. We are in the country and have volunteer fire
departments and they are very happy to help Scouts.

Absolutely FALSE. All partials expire when the Scout turns 18 and no
sooner. That said, it is within the rights of the completing merit badge
counselor to review that the Scout has the proper understanding of the
material to continue. For example, if a Scout had not completed the
target part of Rifle Shooting, the Counselor has the right to verify
that the Scout knows all of the safety stuff before letting the Scout
near a rifle. Not retesting, just verification.

They must be two different fish and the Bass caught earlier would count,
so he should have met the requirement. You don't have to have a merit
badge card to begin working on a merit badge. You have to have the merit
badge card to get credit for working on the merit badge. Also, just
because the staff at camp signed it off, does not make it right and I
think the other Scouts should go and get another fish. And, the staff
needs to be informed that the requirement is two different fish. If the
lake has just one fish (we have been to camps that have been stocked
with only one type) the counselors should announce this before they
begin the class.
