Question 1: For "annies" try the fire department, health department and
hospitals.

Question 2: As far as I know you have a year to finish merit badges.

Question 3: Go catch another fish. Our Troop has not accepted camp
requirements before when they weren't really met. Your son should feel
great about fulfilling the whole requirement.
