In my opinion, yes. I recall some years ago, seeing a Scout cry when the SM
made him do that. The Scout never returned to active membership. In
hindsight, why didn't I step in?
On a lighter note, one of our Scouts lost a cap at our recent summer camp.
The cap was returned by an adult from another campsite. The adult
demonstrated the song; we discussed the fact that it would be hazing. The
Scout thought it was funny, and did it anyway.
