Actually, from what I have seen doing something like this is more
likely to drive the person into greater fear (or drive them to leave
the program). A troop I was associated with for a while shared a
campsite one summer with a troop that required songs to retrieve lost
items. One of our guys was willing to forgo having his scout book
rather than sing in front of the group.
I agree that we need to help our scouts overcome the fear of public
speaking. Communications MB offers one opportunity to do so. Being
SPL or PL offers another. Being in skits or songs as a patrol at a
campfire is yet another. In these cases, there is support around them
for the role of being in front of everyone. When singing for a lost
item, it is just you (and it is actually intended to humiliate you so
that you don't lose things in the future).
So my plea would be to use better ways to get the boys to be
comfortable in front of groups, and stay away from things like singing
for lost items which is just going to drive boys away.
