Unfortunately, we, Scouting in general, seem to have younger and younger
Eagles ( 13 and 14, and in some cases 12 year olds). Many of these scouts reach
the rank before they can demonstrate and have achieved a sufficient level of
leadership/maturity. This is a very subjective judgement and is hard if not
impossible to measure or substantiate without a lot of hands-on, caring
leadership and guidance on the part of the scoutmaster and the assistant
scoutmasters. The result is that a lot of these young Eagles drop out of
scouting. The young Eagle scouts thoughts: "they have achieved the highest rank
in scouting, it will look good on their resume, what more can scouting offer
them?" In some cases the Eagle rank is looked at as just that an achievement
and not necessary a way of life.

Hopefully, another reason they retain a larger percentage of scouts is because
they have a strong, robust program with an active scouter cadre.
