By almost any definition, this action would be considered hazing. The best
principle to apply is "Does the Scout feel humiliated by having to do
this?" This action calls undesired attention to the Scout and definitely
DECREASES **HIS** enjoyment of Scouting. Therefore, it's hazing.

Many older Scouts, and some adults, will say that THEY had to endure this
sort of thing and THEY aren't any the worse for it. That's irrelevant. What
IS relevant is the effect that it has on the Scout, today.

In our troop handbook, we state it this way: "There is often confusion as
to what constitutes pranking and what is normal play for boys. Generally,
hazing and pranks humiliates or embarrasses a boy. Any activity that
singles out a person, can cause embarrassment or injury, or involves the
person's clothing or gear is unacceptable."
