USE =3D Unit Serving Executive

I believe USE if used for all DE's Council wide
will really hurt the credibility of many of our
good DE's. Credibility as viewed by the average
Rank and File Scout Adult who Wants and Wants =

and wonders what the heck do those guys get =

paid for and do for me/us.

"Unit Serving" generates a High Expectation
for individualized service to EACH UNIT.

Since we all know (from this list) that DE's
are under tremendous monetary ($$) pressures
and time constraints their Performance can't
even match today's Rank & File expectations.

"USE" for every DE sounds like one of those =

terms accepted by upper or middle scout management
that FORGOT what it is like on the front line in
each customer's lap. Yes they and the front liners =

want and should want to be USE's yet they should =

recognize their customer will have even greater =

expectations and thus increased disapproval.

Loss =3D Performance far worse than Expectation
(Even if the performance is far better
( than the Win situation.


OK, for the Learning for Life/Exploring Execs
it might be a reasonable temporary title
during the growth / transition phase and
then should be phased out.
