I don't think so, unless it is done with malicious intent, however there
are folks on this list who do feel that it is hazing. They even believe
that the announcement song is hazing.

I thing that if it is done with the intent of making the scout pay more
attention to keeping up with his own belongings, there is nothing wrong,
but if the intent is to embarrass the scout, then it could be hazing. And
if other scouts "find a scouts personal belonging under suspicious
circumstances" with the intent of making that scout sing for it, that is
definitely hazing.
