Not in my troop they don't. Cellular phones on campouts are not allowed
(unless there is a potential family emergency or other need for such
immediate communications). In the past, I've explained to all involved that
Scouts generally don't need cell phones on campouts (including summer camp)
because the adult leaders go through great pains to ensure the unit can be
contacted in an emergency.
Thankfully, none of my Scouts have access to cell phones.
