We had an incident about five years ago where several troops
wanted to pull their resources and merge. Essentially each troop was
large enough for a good sized patrol. The three troops already did
everything together. I.E. going to camporees together, scouting for food
together, etc. When they brought the idea that maybe they should merge
to the district it was frowned (sic) upon. The rationalization was that
the commissioners should try to salvage all three troops. (Let's keep
the numbers up.)
As one of the commissioners, I tried real hard to keep the unit
running. We had a number of problems, the main being an institutional
head that didn't give two hoots about scouting. When he was approached
about helping us with a little PR activity, his response was that of,
"I'm not into scouting why don't you contact (to be un-named) to help you
out." This un-named person just happened to be the IH for one our troops
that we were trying to merge with!
To make a long story short, both District and Council did not
support our move and we lost two out of three troops. I understand that
there is not a policy against merging, but that it is frowned upon.
We all need to keep the best intersts of the boys in mind.
Beware of the professionals who say no and then don't offer help to back
up their no. The number of units in a given district or council doesn't
mean much to the boys. However it does mean alot to the professionals.

If you wish to know more about this horror story I will gladly
relate it in its entirety to anyone who wants to learn from it. There is
a happy ending though.

respectfully submitted;
Jerome Phillips
