It's important to keep in mind that there's no such think as a "merger"
between two packs - what's actually happening is that one pack is going
out of business, and the members of that pack are transferring to
another pack. To the council, this is considered (accurately) as the
loss of a unit, and that's not usually a positive step.

In general, assuming that both packs are healthy (or at least
salvageable), it's better to have two packs than one, since that
reinforces the "neighborhood-centered" concept of Cub Scouting.
However, if one pack is critically ill, and every other possibility has
been exhausted, closing the pack might be the only thing left to do.
