I've asked for and received two copies of the letter. The way the
letter was done, I believe (I'm not a unit committee chair, so I
didn't get one sent directly to my snailmail box) was that it went
through Councils to each unit leader.

It's been done before; a letter to each Scoutmaster announcing the
changes to the BSA's advancement policies was mailed back in 1972.
Another time, all Scouters received a letter announcing the new
Scouting/USA emblem. But you're right, Neil...most times,
communication going straight to the field normally goes through the
Council.

The Exploring-Venturing change was only given a week's notice
before implementation; actually, something like three days after
the court decision in Chicago before the *public announcement* was
made (we received the announcement here electronically two days
prior).

The letter looks real, the contents look legit, and I've checked it
with those who would know about those things in two different
Councils. That was BEFORE I got a photocopy of the letter from a
Scouter in the National Capitol Area Council and before we started
discussing it here on the list.

If you need a copy, Neil, let me know and I'll be happy to fax it
to you in the day tommorrow (Friday).
