Roundtable Commissioners are eligible for the Scouters' Key
Award as a Commissioner. The Commissioner's Award of Merit
is to be presented to KEY COMMISSIONERS at the Council and
District level (that's the reasoning behind the silver in
the knot and in the border color).
The Distinguished Commissioner Award is a PLAQUE and the plaque
is only available to Scouters serving in those positions and for
the period indicated. Your Council office has more information
and a form for the Distinguished Commissioner Award of Merit.
It's also printed in the Commissioners' Fieldbook.

By National's Uniform and Insignia Committee when I asked that
question in 1994 and posted it to this list. My shirt can easily
accommodate another row of square knots, but National says that
at the "top end", 15 (five rows of three knots) should be worn.
When I asked "Why", the answer (which made sense to me at the time
and still makes sense) is that "the average Scouter will recieve
three service awards, three training awards or keys, and two other
awards in his or her lifetime. Accounting for those Scouters whom
are previous Boy Scouts, and have earned the Eagle and Arrow of
Light along with a religious emblem, the total number of knots
which represent Scouting awards and honors should range between 11
and 15. Wearing more that this number is considered by this
committee and by most Scouters to be in poor taste."
I've received or earned 18 (and two other awards from European
Scouting associations which has a "corresponding uniform emblem"
associated with those awards) BSA square knot emblems; if you
noticed from my uniform shirt (which I'm wearing on the front page
of The Tree (URL::http://www.dynasty.net/users/blkeagle)), 15 comes
really close to the top of the shirt and leaves very little space
for year pins and the World Crest emblem (which we all should be
wearing).
LIke I said, I can probably squeeze another row of knots onto the
shirt, but WHY? If the BSA says 15 (or nine, which used to be
their "upper limit" until the introduction of nine new square knots
to represent new or modified awards), then I'll go with my 15
"best".

That's alright...I'm glad to answer those two questions here (it
beats answering them individually, but I'll still answer those two
questions again today I bet! *broad grinning*)
