Uniforming / Knots (not sash related)

While we are all hot and bothered about sashes, I
would like to ask a couple (2) questions about knots.
The quotes are from Mike Walton's excellent site.
I am not slamming on Mike, its just that my questions
were prompted by his site.

Question 1

What about Roundtable Commissioners (Boy/Cub)??



Quote 2

"Also considered poor taste is the wearing of more than
15 square knots, even though the uniform shirt can
accommodate up to 18 emblems. "

Forgetting for the moment that I'm sure my 3X could
handle more than 18, and that I have only 9, I must
ask ...

Question 2

Considered in poor taste by whom? Why?
