My first reaction is to make it fun to be an adult in the troop. By that I
mean more fun than simply being a volunteer. I have found that you have less
trouble keeping or finding leaders if the current leaders have a good time
doing what they are doing. That means they laugh together, work together,
enjoy what they are doing and who they are doing it with.

How do you build that? I have seen it happen when you have special adult
functions, and I don't necessarily mean adult parties, though I suppose an
appreciation party couldn't hurt. What I had in mind is getting together for
the good of the troop, but having fun doing it, like a committee meeting that
ended with refreshments of an enjoyable sort, or a work party that ended with
a cold refreshment of a certain type (fill in the "sort" or "type" as you see
fit). Build community in your adult leaders and others will want to have as
much fun as you do.
