Actually, reflecting on this, it makes sense to me.
As I recall the original post, National was making
it clear that the front line of defense and duty for having quality
leaders was on the unit, not the council.
Sending a letter from National to the CC, most of
whom, I suspect without knowing, only rarely speak
to someone beyond the person at the front desk at
the service center or their DE, would be a form
of a wake up call.
