Scouting Skills of Leadership

Chuck May (cmay01@INTERSERV.COM)

Can someone give me a good authoritative reference for the source of the
Scouting Skills of Leadership? I want to use them in a school paper, and
need to make sure I am crediting the correct original source.

Thanks.
