Your groundcloth is probably plastic, so it holds the water--your tent floor
is probably nylon which is woven and so has lots of very small holes (where
the threads cross). So the water seeps through.
Your tent floor is already pretty water resistant but you want to protect it
from sticks, stones, etc.
What I've started using instead of plastic for a groundcloth is landscape
cloth--the stuff that gardeners use to keep the weeds from coming up. It's
tough but porous. So it protects the tent floor from abrasion but lets
water soak down into the ground.
Since starting to use it I haven't camped in heavy rain for any extended
period but it's worked in shorter, light rains.
