We try to have the board made up of MCs who are not actively involved in
the advancement program of the troop. While all MCs can sign off on
requirements, we seldom do. MCs tend to more administrative tasks and
are generally not involved with the troop program on a weekly and weekend
basis. Many MCs are merit badge counselors. When I see MCs acting mostly
like ASMs, I suggest they change their registration.

I believe those directly implementing the program on a regular basis should
not be reviewing themselves. When our troop leadership in summer camp was
two committee members, I suggested we have other people conduct the BOR but
didn't get any where.
