Yes and No. The local council and national are brought into these suits on
somewhat flimsy basis. They stay in so they can provide support to the
volunteers. It would not look good if the BSA was dismissed from a suit and
in the eyes of the public "left the volunteer hanging."

Legally, it is the sole responsibility of the chartering organization.

BSA does belly up to the bar, however, only because the understand the long
term effects of failing to do so and a genuine desire to operate morally and
ethically rather solely on a legal basis.

I agree with most of what you wrote, when a lawsuit is entered,
the BSA is always included, and National can and does spend millions
paying to settle these suits.

While honest attempts may be made to get the chartering organizations to
take the responsibility of leadership quality, ultimately that
responsibility falls on the BSA.
