Retesting vs. Reviewing

I have come across this very arguement...not so much the inclusion of ASMs
of BoRs, but the "retesting" vs. "reviewing" of a Scout during the BoR.

There are skills that I see as being reviewed, but some parents feel their
son is being "retested". What is the clear difference? I believe that the
difference is in what the Scouts performance will result in. If it doesn't
matter if he gets it right, and he knows where to find the correct answer, I
say he's being reviewed. But if he gets it wrong, and is held back, you
have just "tested" him.

What say the list?
