Well, it really isn't necessary to have "outsiders" do the BOR -- most
active MC's are very much involved in the unit and its activities. The
distinction is more one of emphasis than of substance, IMHO.
I suppose some would make a greater qualitative distinction between SM
and ASM's (the Scouters in regular face-to-face contact with the Scouts,
actively involved with planning the program and guiding the Scouts'
development) and the unit committee (the Scouters working behind the
scenes to be sure the program is supported, and going in the right
direction), but in most units there is considerable overlap (which I
personally think is O.K.).
My comment was based on my supposition that a unit with 11 ASM's is
probably underutilizing at least some of them, while apparently running
somewhat short on MC's. My thought was that it would be better to
register those "surplus" ASM's as MC's, and put them to work on BOR's
and other committee functions, while still allowing them to participate
in ASM-like activities, if desired. True, that might occasionally
inhibit a Scout's comments, but the BOR's are essentially a unit
*self*-audit anyay, so I'm comfortable with that much "overlap."
