Our PLC addresses this at the annual planning conference. They have
settled on a pretty straightforward process for the last 3 years, but
they do reconfirm it each year:

Eligibility for the Senior Patrol: at least Star rank, a Scout for at
least two years and a member of the troop for at least one year, with a
year's experience in a leadership position. An eligible Scout can
withdraw his name from the list of candidates.

There are five positions in the Senior Patrol: SPL, ASPL, Scribe,
Quartermaster, and Instructor.

The Scouts vote for the five Scouts whom they want to be in the Senior
Patrol. Five top votegetters are elected. Then they vote for the Senior
Patrol Leader, who then appoints the remaining positions in the Senior
Patrol.

After that, there may be some changes in some of the patrols if some
Scouts move up to the Senior Patrol and others move down. It is also
an opportunity for Scouts to move to different patrols if they would
like. Then the reconstituted patrols elect new Patrol Leaders.

After the PL elections, the Senior Patrol Leader will appoint the
remaining positions.
