It's policy (don't have the quote, but I'm sure someone else will),
*and* it makes sense. The BOR is the committee's opportunity to see how
the program is doing, from the Scout's view -- in a sense, an evaluation
of how the SM and ASM's are doing. Having one or more of those being
"evaluated" on the evaluation team would decrease the candor and
openness of the process, hence the ban on SM or ASM participation as a
BOR member. And, yes, when shorthanded, many units look the other way
and use an ASM rather than delay the Scout's advancement.

BTW, why have more ASM's than you can use? Some should probably be
registered as MC's, regardless of their tasks in the unit.
