Ron gave a great description of a BOR. Let me also point out that if
you have 11 ASM's and a medium to large troop, their hands are already
full! Adding the job of BOR's to their plate is just too much.
Besides the obvious solution of recruiting, registering and training
more committee members, maybe some reevaluation of what the ASM's are
doing is also in order. Do you have ASM's who don't attend much
anymore? Maybe they need different duties. If you have ASM's who
_want_ to sit on BOR's, ask them to change their registration. If you
have ASM's who are busy every minute ASMing - darn it. You need more
committee members!
You only need to scrape up two more committee members to have a BOR -
and I'm counting you. <g> If you've been trying to have BOR's on an "as
needed" basis at every meeting, maybe you could try something different.
Tell the boys that you'll have a BOR at the first meeting of the month
(or first and second or the first Tuesday of the month or whatever) and
that if they are ready they can have their BOR then. If they aren't
ready, they have to wait until next month. That way, you can recruit
those two new committee members and tell them they only need to be there
one meeting a month.
If you want to recruit two for every meeting, go for it, but start with
just two. After they find out how enjoyable and important BOR's are,
they'll probably start getting more involved! But start with a
bite-sized job for yourself and them. Recruit two people for a
once-a-month BOR.
Maybe your troop has always tried to gather together a BOR anywhere,
anytime a boy completes a Scoutmaster's Conference. That's a great
thing, but you may have to step back from that until the rest of your
parents understand that someone besides those 11 ASM's need to take
responsibility for the troop.
