There is one available. It's part of Doug Gentry's Bowline Scouting
Community. It started as a list for boys going to the 97 Jamboree. They
named it J97Scouts and decided to keep it going after Jambo. It's still
around although very, very quiet.

Here is the information from the website:

"J97Scouts (J97Scouts@dynapolis.com) - was originally set up for Scouts
attending the 1997 National Jamboree. It continues now as a
general forum for Boy Scouts. Leaders and parents are welcome to monitor
this list, but it is primarily for discussion among the Scouts
themselves."
