I'm sorry if I misunderstand this but let me see if this is what you mean.
You correctly quoted the transportation policy which is also contained in
chapter 12 of the G2SS. You CAPITALIZED the words "area, regional or
national" to add emphasis.

Preceding this in G2SS is another statement which says in part, with my
CAPITALIZATION for emphasis:
"Automobiles
"It is essential that adequate, safe, and responsible transportation be used
for ALL SCOUTING ACTIVITIES. Because most accidents occur within a short
distance from home, safety precautions are necessary, even on short trips.
General guidelines are as follows..."
after which the exception you listed above is stated.
Does this mean drivers for "ALL SCOUTING ACTIVITIES" meaning national,
regional, area AND COUNCIL, DISTRICT, AND LOCAL OR TROOP ACTIVITIES must be
age 18; but for national, regional and area BUT NOT COUNCIL, DISTRICT, OR
LOCAL OR TROOP ACTIVITIES drivers may be age 16 (and meet the other requirements)?
This "Automobiles" policy in G2SS DOES NOT say it applies only to activities
which require Tour Permits, it only says "ALL SCOUTING ACTIVITIES." So does
that also mean Scouts under 18 (that means all of them!) MAY NOT drive
themselves to Troop meetings (which are certainly Scouting activities) or
Council, District or other local or Troop activities?
