What policy is that? As I understand the tour permit requirements (which
merely state the generic requirements for driving on Scouting events) ALL
drivers for Boys Scout travel must be at least 18 years old, with VERY
LIMITED exceptions. These include driving to AREA, REGION, OR NATIONAL
Boy Scout events or, I believe, any Exploring event. Further, the
requirements are that the trip be under the supervision of a licensed
driver over 21 and that the youth be 16, have had his license for at least
6 months, has no accidents or violations, and everyone in the car has
written permission from parent and unit leader. (These are from memory
since I don't have a Guide to Safe Scouting or a tour permit handy here at
work.)
I see nothing in anything written that says that there is an exception for
a single individual driving himself to an event. I know, however, that
this happens all the time. I just happen to believe it is outside policy.
