Webelo-to-Scout programs like "Operation Longbow"

I am working on a District-wide program to increase communication
between our 34 packs and 22 troops. The goal is to reduce the numbers
of Webelos who end up dropping out for one reason or another.

I was asked tonight to make a presentation/pitch next Tuesday night
(7/14) to our District Committee. Below are the basic ideas for the
project I am currently calling Project RoundUp. I have received many
great ideas from Barry Runnell (Eagle District, Last Frontier Council of
OK) and from Scoutmaster Ron Fox (Troop 69, Des Plaines Valley Council,
Pachsegink Lodge 246.) Any others would be appreciated.

Current Proposal in Brief:

Action Items:
1. Gather Stats to verify success of program:
* Compile 97-87 Webelo-II stats - a) active in program; b) %-age cross
over to BoyScouts
* Compile stats 1999 crossover .. compare the two %-ages between 98 and
99 success rates
2. Develop Communication PR booklet: How to connect active packs with
active troops?
* Identify all troops, and all CubScout Packs.
* PR Booklet compiled with two pages per troop, approx 50 pages ... cost
< $2.50 each .. Western theme cover ... Council sells for $5 each, $2.50
stays with Council ... 100 sold = $250 to Council to cover mailing
costs. Have ready for Nov. 14 Scout Show.
* Develop "Field Report" for each of the 20+ N Fulton troops.
* Develop Parent Campout Feedback form to add to Field Reports.
(this info should give parents more info to help make educated troop
choice)

3. Plan regular troop and pack interaction. (Incentive program)
* Encourage Webelo's to go on campouts with troops at least twice.
* Troops lead Webelo badge clinic once a year.
* Trained Den Chiefs - trained in the fall; not mid-year in Jan at
Pow-Wow.
* Webelo Woods program in fall.
