Board of Reviews

Why can't ASM's sit on Board of Reviews. Seems that sometimes we have a =
lack of other adults (community members, parents, etc) when Boards come =
due, but with 11 ASM's it seems illogical to not use them for Boards. =
Is this policy or just our Troop making this choice?
