Problem Scouts if parents will not collect

I try to avoid sending kids home wherever possible ...
With Cubs and young Scouts I have reached the stage where I have told
them " That's it. Go and pack your kit, right now. " When their kit is
packed I point out that I did <not> say I was sending them home ... they have
one more chance, but if they blow it they are ready to hit the parking
lot as soon as I make the phone call home. It means that if I do have to
make the call they stay away from the rest of the unit until their parents
arrive.
I have never had a parent refuse, but if they did I would ring someone
back home and have them pay a home visit to the parents. If that didn't
work I would probably take the child home myself with another adult
( provided enough cover was available on camp ... if necessary call someone
else in to cover ) and say not to attend any more meetings until the
issue had been discussed fully.
Our BSA Summer camp fired a junior staff member a few years ago. Here in
Transatlantic Council that meant calling the parents to say that Jimmy
will be on the XYZ flight arriving at their local airport in ten hours time,
and they can sign for him on arrival. That kid cost his parents a plane ticket
.... his parents had signed his contract so they were liable for the cost.

First things first: I agree with it.
A question does raise its ugly head however: how do you FORCE someone 4
hours away to do something? And if the parent simply does not appear,
what do you do with the kid?
