Yes, they should go through Fast Start AND Scoutmaster Fundamentals
if that's what your Council requires for new Scoutmasters. Go with
what your Council is going to require new Scoutmasters to
participate in to become trained as Scoutmasters.

Normally, you don't have a ASM filling out a new application to
become the SM, Roman. Its done at the Council office with a note to
the Registrar informing her or him of the change in position code.
This should of course, come through the chartering organization and
NOT just through the Troop Committee Chair.

You should go through the steps in ALL case, Roman; that's part of
the intent of the CSE's letter to the field!! Just because *you*
know someone, doesn't mean that this person is going to be
acceptable to your chartered partner organization; and that's where
the "rubber meets the road" in this case.

It should be accomphished every time your unit needs a new
Assistant Scoutmaster or Scoutmaster, just as the letter indicates.
Your chartered partner organization should be talking regularily
with the Council staff member for their District or Division(the
(Senior) District Executive or District Director) and this is one
way that this conversation is being more or less forced upon them
to do so.

This is to be determined by the head of the chartering partner
organization. Ideally, it should be a subcommittee of the Troop's
committee, but you should also have on this steering committee
people from the chartering partner organization to insure their
consent (their boss' consent) to whomever the steering committee
narrows its search downward to.

The intent of the new policy (as I can find out) is to:
*remove the Chartered Organizational Representative from making
decisions on Troop and Team leadership solely on his or her own; a
very sore point among volunteers and professionals and in many
cases, forcing CORs to look in the best interests of *themselves*
rather than youth nor the organization he or she is representing
*to move the Council (through the field executive) into a closer
relationship with the chartered organizations that are in his or
her territory
*to permit the Troop Committee and the Chartered Organization a
greater say in who they select and HOW they select leadership and
associates for Boy Scout Troops and Varsity Scout Teams
*to end the embarrassment of leaders "being approved by the unit
but for some reason or another not being approved by the local
Council" for service; several of those gaffes placed chartered
partner organization against local Councils, and local Councils
lost and lost big because they took their money and leadership and
resources (buildings, facilities, etc.) with them as they left
quickly out the door
*and to make the process for serving as key advisors in Boy Scout
Troops and Varsity Scout Teams tighter and more responsive to both
those that interested in serving as Boy Scouting volunteers and to
the "owners" of the Troop or Team, the chartered partner
organization.
What wasn't said in this bulletin is the future of the position
called "Chartered Organizational Representative". I've been told
that it's going bye-bye. Others have told me "don't say that",
because this only affects Boy Scout and Varsity Scout units and NOT
Cub Scouting nor Venturing units, all of which may have the same
chartering partner and therefore will *need* a registered
"coordinator of Scouting programs" that the traditional COR was
meant to do. So I'm like a lot of you, waiting for next month's
Council rollouts in which someone if not me can raise that question
and get a quiet "I don't know....let me find out for you and get
back with you..." (translation: you've caught us off-guard and if
we were alone, I'd smack ya for it!! *said with a smile*)
Hope this all helped out, Roman; your Council's going to have more
information come next month on how THEY are going to go about this
change!!
