If I remember properly, when you go through the descriptions for the points of
the Scout Law, doesn't it mention something about a Scout *working within the
system* to correct a rule or law he feels is wrong?

It would seem that designing your own patch and placing it in a space reserved
for something else would mean you skipped over that part.

Fine, design a unit patch (my Post did). If it has a fdl get it approved by
the SE (They may argue they don't have to, and maybe they don't really, but
from what I can fnd they do). If you want to wear it in a different spot than
a temporary patch, however, realize that you will have to go through the
appropriate channels and wait for such permission to be given - usually after
such fine things as submitting 3 of the patches to the national office,
applying to the awards committee (I don't think thats its real name,
however...), and waiting for their reply, realizing what they decide stands.

And "they" are not "National" they are *volunteers*. Committee members just
like your unit, district, council, and region have who put in their time to
decide on things like your request *with the advice of a professional
Scouter*.
