Adults Overnight at Council Camps

I just received a post card from my local council office. The text follows:
"I apologize for this late notice of an unexpected breaking
camp decision from National.
All adults staying overnight in any council-run camp i.e.,
Boy Scout summer camp, Cub Scout resident camp, must be a
registered leader in the Boy Scouts of America. To avoid
embarrassing situations at camp, please be sure your
registration is current before arriving at camp."
Is anyone else aware of this decision from "National". Could
anyone explain how this will affect Cub Scout camping in general?
Does this just relate to Council administered events or does it
mean when we use Scout owned property?
It seems like it could have a big effect on our Webelos camping
program (depending on the interpretation), or we will get a whole
lot of new "registered" leaders in our units.
I am interested in any feedback from the list.
