7th Requirement for Eagle

Maybe I missed this discussion several months ago, but I just noticed
the new 7th requirement for Eagle, "7.Complete your board of review."
Is this a hard and fast requirement that the Eagle Board of Review
must MUST _MUST_ (short of a formal extension) be completed before the
Scout's eighteenth birthday?
(If this is a second post, my apologies, I had the Scouts-L address
mixed up.)
