For the definitive answer, I suggest you contact your local health
department.
When I set up our first troop spaghetti dinner, the DuPage County
(Illinois) Health Department specified both verbally and in their printed
materials that the bleach-water dip is the final operation. Furthermore,
all dishes, etc. are to air dry (no towel drying).
