Noise at Pack Meetings

Our pack has a big problem with noise at pack meetings. It's partly
due to the terrible acoustics of the church room we use - even little
sounds are magnified and distorted. But it's mainly that the cubs and
parents (I think mostly the parents) talk incessantly during the
meetings. The CM practices what he calls "controlled yelling" in order
to be heard, but other leaders with less lungpower are barely audible,
and the boys performing skits cannot be heard at all over the din. It's
a disgrace. Needless to say, the chaos and sheer volume take all the
fun out of the meetings, and I think I've noticed a decline in the
number of families attending. Certainly my family is starting to dread
those pack meetings. I don't know how to put in for a change, nor what
sort of change would be appropriate - I don't know how the system works,
as I'm just one of the parents. I am hoping that some of you
knowledgeable folks might have some suggestions!!
